The Gippsland Sporting & Classic Car Register Inc. is an independent car club affiliated with the Association of Motoring Clubs (AOMC) and recognised by VicRoads for the purpose of administering the Club Permit Scheme for members’ vehicles over 25 years old.

GSCCR Membership is $35 per annum (family of 2 persons) and runs for a calendar year (Jan 1 to Dec 31).

The VicRoads Club Permit Scheme vehicles & renewals 

The VicRoads Club Permit Scheme (CPS) is available to all eligible vehicles, as long as the vehicle is 25 years or older, and the owner is a member of an affiliated Car Club.

This newly introduced (Feb 2011) 45 or 90 day Log Book Club Permit Scheme places greater responsibility onto the owner and the Clubs for ensuring that the vehicles operating under the Scheme are maintained in a roadworthy condition, and used according to the Permit conditions.

A Club Permit is not a Registration, but a permit for restricted use, and only available whilst the owner’s Club membership is current.

Permit holders must abide by the VicRoads CPS rules, and members of our Club must also agree to abide by the GSCCR permit conditions and sign that undertaking. One of the GSCCR requirements is that members agree to attend at least two official Club events during the Club year. Failure to abide by the conditions could result in the cancellation of the Permit.

* New or Additional CPS Vehicles:

Financial members of the GSCCR who are contemplating placing a new or an additional classic vehicle onto the VicRoads Club Permit Scheme, will need to obtain either a current Victorian Roadworthy Certificate, from any Licensed Tester or a Safety Check Certificate from either Peter Phillips Automotive of Latrobe Street, Warragul or from O’Connell’s Tyres in Moore Street, Moe.

As of August 1st  2012 the GSCCR will be implementing a new Vehicle Inspection process for the Club Permit Scheme as suggested by the Association of Motoring Clubs – the body which oversees the CPS. Note that this process does not apply to Renewals.

Safety Checks for vehicles applying to be recognised for the Club Permit Scheme will now have to be completed on the GSCCR Vehicle Safety Inspection Form which can be downloaded from the link below – NOTE: there is one dedicated form for use at Peter Phillips Automotive and another dedicated form for use at O’Connell’s Tyres, you decide where you are having the inspection done and print out the appropriate form to take with you.  This form will assist the Inspection workshops, and provide a standardised format.

Note that owners must now do a preliminary safety check of their own vehicle before it is presented to either Phillips or O’Connell’s for the final part of the process. The owner must check the various items as listed on the form and sign off against them when they believe there are no obvious safety problems (and the owner will then also have a greater understanding of their vehicle).

 This will save everyone’s time at the final inspection, although some items may still be identified by the experts at the workshop as needing work.

Following the satisfactory vehicle check and completion of the form, the form must be forwarded on to the Club – with all the additional requirements as listed below.

Please note that the alternative to a Vehicle Safety Inspection is still to get a full Roadworthy Certificate which is unaffected by the above changes.

The member must then send the following 4 things to our Club Permit Officer (John Fowler) to have them signed and returned, prior to presenting the documentation and payment to VicRoads. Note: VicRoads does not need to see the vehicle.

Send:

1. Your Roadworthy Certificate or completed Vehicle Safety Inspection form (blank forms are available by clicking on the link below).

2. Your completed and signed VicRoads Club Permit Application form  which is available from any VicRoads office – you can choose either 45 or 90 days use by ticking the appropriate box at the top right of that form.

3. Your signed CPS – GSCCR Membership Declaration form – one per member, not one for each vehicle. (available by clicking on the link below)

4. A stamped, self-addressed envelope, to

John Fowler, 78 Parkinsons Rd. Darnum VIC. 3822.

If requested, documents can be checked and signed whilst at an event, function or meeting.

Steve Schmidt is also able to sign your CPS forms if John is not available.

* Renewal of CPS Vehicles:

Financial Members wishing to renew their CPS vehicle with the GSCCR will have either the old club name listed on the VicRoads renewal document, or The GSCCR will be listed as the Club. In both cases the process is the same.

Send the following 3 things to our Club Permit Officer (John Fowler) to have them signed and returned, prior to presenting the documentation and payment to Vic Roads.

Should the Club name on your renewal form be the GCC, we are authorised to change it to The GSCCR – VicRoads has our Club filed under the letter T for THE as in The GSCCR !!

Send:

1.Your completed and signed VicRoads CPS Renewal Form

2. Your signed CPS – GSCCR Membership Declaration form – one per member, not one for each vehicle. (available by clicking on the link below)

Do You Have a ‘Red Plated’ (CPS) Vehicle?

 Since the introduction of the ‘Log Book scheme’ you now have two additional things to be aware of (as well as the points on your Club Agreement form).
 
 Late Payment of Fees.
 The first point is that VicRoads apparently has a ‘zero-tolerance’ approach to the late payment of CPS (Club Permit Scheme) annual fees. This means that if you are late paying your ‘Registration’ fee, your CPS is immediately cancelled and your Vehicle is unable to be driven on the road.
Therefore you then have to surrender your ‘Plates’, get another ‘Safety Check’, do all the paperwork again, and then re-apply at VicRoads for the CPS for your vehicle.  A real ‘hassle’ to be avoided, so allow time for your documents to be signed, returned to you, and then get it to VicRoads and pay before time.
 
Safety Check Documentation.
 Within this Club, you have the option of getting either a Roadworthy or a Safety Check for all additional vehicles applying for CPS (‘Red Plates’) from VicRoads.
 We have been advised that if you choose to get a Safety Check, then after you get this done and complete the paperwork and get your ‘Red Plates’ from VicRoads, then this Safety Check document MUST be kept, in case VicRoads does any sort of check on the Club Records or a ‘spot check’ on the vehicle. Sometimes VicRoads keeps these documents – but not always it seems, so it is up to you.
 If VicRoads did not keep it, find this Safety Check document in your file, and send it back to the Club CPS Officer who will keep a File of these for presentation to VicRoads for if, and when asked.
 
The Impact of the Increase of CPS Vehicles into the Log Book Scheme
 Since the introduction of the new 45 or 90 day Log Books for CPS vehicles, we have noted a huge increase in the number of vehicles in many Clubs acrossVictoriaapplying for the CPS.  We expect a ‘Spot Check’ to verify the CPS membership of Clubs this year. In talking to one of the CPS officers at VicRoads recently, he happened to mention that they have been flat out dealing with the increase in CPS applications as well.
 In many cases these have been transfers of fully registered Club Vehicles into the Scheme (both from ‘older’ registrations as well as from the 1986 and now 1987 eligible registrations), as well as eligible vehicles taken out of ‘storage’ to once again grace our roads. Also we know that many ‘new’ members are joining Clubs in order to get a vehicle on to the CPS. We trust that they will become supportive Club members as well.
 However, with this apparent huge increase in CPS vehicles, and with the potential drop in income from fully registered older vehicles, it makes one wonder how VicRoads will view this. Almost surely we will see an increase in fees – as has already happened to a limited extent over the past 12 months. Let us hope further increases are not excessive and that restrictive changes do not occur.
 
Use of CPS Vehicles
 The Classic Vehicle ‘movement’ is alive and well, as can be seen in the enormous amount of Displays, Shows, Activities and Tours/Runs on offer to owners of all types of Classic and Vintage machinery. The number of these events has increased dramatically in the last few years – and will continue to – so you have the option to select from a huge range of events on offer – every weekend – if you so desire. So ensure that you support your Club and include at least two of our Club events in your selection, and make yourself known to others.
 Remember that the onus is on you to let committee members know and recognise your attendance at, on least two official Club events – in order to retain your vehicle on the CPS with this Club.

The ASSOCIATION of MOTORING CLUBS

The AOMC (Association of Motoring Clubs) is, along with VicRoads, the governing body for the CLUB PERMIT SCHEME. All clubs administering the scheme must be  members of the AOMC. Delegates from member clubs meet regularly with the AOMC to discuss issues related to the Club Permit Scheme and classic cars in general.
